Subj.: Cadet Fishing Club – utilization of MMA boats
The recent success of the Cadet Fishing Club has been demonstrated by committed cadets and Academy
staff supervision. Unfortunately, this success has prompted the need for further guidelines and
parameters of participation. The Academy is happy to allocate a boat and provide reasonable fuel
expenses to help the Fishing Club that is an accepted SGA club activity. Hand and hand with the cadet
use of the boat, we accomplish significant intervening use and the joy of cadet labor towards material
improvement, but we must weigh this against cost of operations. The following guidelines and policies
are my first effort to detail operational limits.
1. An appropriate power boat will be allocated by the Yacht and Boat Donations Program for use
by the Cadet Fishing Club. This club requires a full time Academy employee as an advisor (John
Edwards, at present).
2. Only Academy employees and registered cadets may partake in use of the boat allocated for the
fishing club.
3. The fishing club must register voyages with the advisor in the Yacht and Boat Donations Office in rd
3rd Company, or in his absence, the Marine Director. Fishing voyages shall be detailed with
departure and arrival times, fishing areas and the name of the person acting as Captain, as well
a complete crew list of persons aboard.
4. The person acting as Captain will complete entire sin the boat’s logbook, inclusive of departure
and arrival times, names of POB, and destination.
5. Any full‐time Academy employee may serve as the boat’s captain provided their ability is
approved by the advisor. Cadet “Captains” will be approved by the advisor or Marine
Department Director on a case by case basis.
6. Fishing voyages may occur two times each week, one in local waters (East to Cape Cod Canal
East End, Westward to Cleveland Ledge), the other in waters to include Cape Cod Bay or
Buzzards Bay – Cape Cod Bay is defined by a line drawn between Wood End Light in
Provincetown to Manomet Point in Plymouth. Buzzards Bay waters are defined by a line drawn
from the western edge of Cuttyhunk Island to the Massachusetts Rhode Island border.
Company, or in his absence, the Marine Director. Fishing voyages shall be detailed with
Occasionally, and with prior approval, one voyage per month may be made outside the areas
described above.
7. Saltwater fishing in Massachusetts requires a license, and all adults aboard a vessel engaged in
fishing are required to have one too. For information of licensing go to:
http://www.mass.gov/eea/agencies/dfg/dmf/recreational‐fishing/recreational‐saltwater‐
permits.html.
8. If the cadets take a fish which has commercial value and at least one cadet aboard may legally
participate in commercial fishing, then the proceeds of the transaction shall revert to the SGA
for future fishing club allocations.
9. If the fishing club desires to register in a tournament, the following options are available.
a) Entry fees are paid by the SGA, upon which any prizes (those with monetary value) shall
revert to SGA.
b) If the participating cadets pay the entry fee out of their own pockets, then prizes (with
monetary value) may be divided amongst the participants after operating expenses of
the boat are reverted to the Academy’s Yacht and Boat Donation Program.
10. In the event there is a misunderstanding or appeal of these procedures, the Fishing Club Advisor
and Cadet Fishing Club President, shall bring the issues before the Vice President, Marine
Operations. The Vice President, Marine Operations will render a decision which will be final.
11. In the fall semester, Fishing Club voyages may report in and out with the T.S. Kennedy Ship’s
Duty Officer (SDO).
